In a historic shift for digital civil rights, the U.S. Department of Justice (DOJ) has finalized a rule under Title II of the Americans with Disabilities Act (ADA). This regulation formally codifies, for the first time, a specific technical standard for digital content provided by state and local government entities.
By adopting WCAG 2.1 Level AA as the legal benchmark, the federal government has established a clear, enforceable requirement for all public-sector websites and mobile applications.
While the ADA has long been interpreted to cover digital spaces, this rule replaces general guidance with mandatory technical specifications. This formal codification ensures that public services—ranging from voting information and emergency alerts to educational platforms and social media—are accessible to all citizens, regardless of their sensory, physical, or cognitive abilities.
All MyBaker digital assets must conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. This standard builds upon the foundations of WCAG 2.0 by introducing additional success criteria specifically designed to address modern digital challenges. Key enhancements in version 2.1 focus on improving the accessibility of interactive elements and ensuring a seamless experience across mobile devices and tablets.
Our commitment to inclusivity extends across our entire digital ecosystem. The requirement to meet WCAG 2.1 AA applies to all new and existing content, including:
Websites and Web Applications: This includes all browser-based platforms, software, and tools, regardless of whether they are public-facing, student-focused, or internal employee resources.
Authentication-Gated Content: Accessibility standards apply to all content regardless of password protection or login requirements.
Academic and Educational Content: All instructional materials and learning resources.
Digital Documents: This includes, but is not limited to, PDFs, slide presentations, word processing documents, and spreadsheets.
Time Based Media: This includes, but is not limited to videos, audio and multimedia.
Third-Party Integrations: All outsourced software services, widgets, and vendor-provided platforms must align with these accessibility benchmarks.
The deadline to meet the WCAG 2 guidelines is April 26, 2027.
